It's best to have a dedicated alt in a spare Omega character slot for this since Locators cannot be accessed remotely and so you don't have to log off your whole fleet to use it. With the bonus SP provided by completing the NPE on a fresh character you have everything you need to run Distribution missions to grind this up in about 8 hours.

Why Distribution? Because the missions can be completed in minutes with almost no training. To speed the process along, you want to run missions somewhere where the average travel distance is short, and where the Storyline missions are offered by an Agent in the same corp as the one you're pulling missions from.
